I beleive the top PCIe slot was for Crossfire only. Which is weird. I moved it to a lower PCIe slot and it worked perfectly.

Just did a quick google search and found that the top Blue slot should be used for single card setups and that the red slot is for dual cards. Odd setup for sure, but I think it has something to do with the chip they use to control the PCIe lanes.
