If you are running a Windows operating system and
you are noticing a very long load for opening a picture file (jpeg, gif, bmp,
etc) than this just might do the trick for you!
I personally had a 10-15 sec delay waiting for a picture to open after
clicking it, so I can vouch for this method, it was an
instant fix.

Alrighty, here is what you do:
1- Browse to the AppData, followed by the Local and than Microsoft directory of your user on your main drive. Example would be as follows:
C:\Users\your user name\AppData\Local\Microsoft
Note!!! In Windows XP, the directory will be slightly different.
The location will look more like the following:
C:\Documents and Settings\your user name\LocalSettings\Application Data\Microsoft
2- Find the folder named OIS. Go inside the folder and delete everything inside it (might be a lot or might be a little, doesn't matter, just delete everything inside).
3- Go back to the Microsoft folder and now find the folder titled Office. Go inside and delete all the contents.
4- Retry opening a picture file, the long and annoying delay is gone!
Hope this helped anyone who has this problem. It was bugging me so I am glad to share the fix!!!
